As part of a comprehensive study, the e-PIAF examined the consequences of state's digital transformation for the democratic system and its institutions. The focus was on the question of whether the digital transformation makes a democracy more susceptible to illiberal developments, autocratic forces or concentrations of power. Four European countries - Switzerland, Germany, Estonia and the United Kingdom - were compared with each other.
